Position Summary
The Program Officer: Nursing/Midwifery will play a vital role in providing technical leadership and hands-on support for implementing and improving maternal and newborn health (MNH) programs. Based in Masaka City, this position involves leading a technical team. It requires strong clinical expertise, mentorship capabilities, significant field presence, and excellent stakeholder engagement skills to drive quality improvements and contribute to BAMA's mission.
Key Responsibilities
Note: This position requires significant field presence, estimated at least 60% of the time, working directly with health facilities and district teams).
Team Leadership: Lead, mentor, and supervise BAMA's field-based team of nurses and midwives, providing technical guidance and fostering professional development amongst district health workers.
Technical Leadership: Provide technical guidance and leadership in the planning, implementation, and monitoring of evidence-based maternal and newborn health interventions within BAMA's programs.
Implementation Collaboration: Work directly and collaboratively with Assistant District Health Officers (ADHOs - MCH) and Health Facility In-charges to plan, implement, and monitor standard Ministry of Health (MoH) evidence-based MNH interventions.
Clinical Mentorship: Deliver high-quality clinical mentorship, training, and capacity building for healthcare providers focusing on Comprehensive and Basic Emergency Obstetric and Newborn Care (CEmONC/BEmONC) interventions.
Technical Support Supervision: Conduct regular technical support supervision visits to partner health facilities to monitor and improve the quality of Maternal Health and Nutrition (MHN) services.
Quality Improvement: Lead and support initiatives aimed at enhancing the Quality of Care (QoC) for Maternal, Newborn, and Child Health (MNCH) services across supported facilities.
Stakeholder Engagement: Build and maintain strong collaborative relationships with key stakeholders, including District Local Government health teams, Ministry of Health officials, and other implementing partners.
LMNS Support: Actively support the functioning and strengthening of the Local Maternal and Newborn Health System (LMNS) structures and activities within the program's operational region.
Reporting and Documentation: Author clear and concise technical reports, document program activities, and develop compelling case studies and success stories highlighting program impact.
Knowledge Management & Proposal Development: Contribute to organizational knowledge management efforts, including participation in the development of publications, abstracts, and presentations. Actively contribute to grant writing and proposal development processes to support program sustainability and growth.
Qualifications and Experience
Bachelor's Degree in Nursing or Midwifery from a recognized institution. A Master's degree in Public Health or a related field is an added advantage.
Must be registered and hold a valid practicing license from the Uganda Nurses and Midwives Council.
A minimum of five (5) years of progressive professional experience working within the Uganda Public Health Sector and/or the Non-Governmental Organisation (NGO) sector, focusing on maternal and newborn health. Experience in a supervisory or team leadership role is highly desirable.
Demonstrated strong clinical skills and proficiency in current nursing and/or midwifery practices and MNH standards of care.
Valid Annual Professional Practicing Licence
Proven experience and skills in clinical training, coaching, and mentorship methodologies.
Excellent technical writing skills with demonstrated ability to produce high-quality reports, case studies, and other technical documents.
Strong interpersonal, communication (written and verbal), leadership, and relationship-building skills.
A high level of integrity is a requirement.
Ability to work effectively with diverse teams and stakeholders, both in an office and field environment.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Willingness and ability to travel frequently to field sites (at least 60% of the time).

The CQI Mentor Midwife will be central to improving the quality of maternal and newborn health (MNH) services through hands-on mentorship and support for Continuous Quality Improvement (CQI) activities at designated health facilities. Based in Masaka City, this position requires strong clinical skills, a passion for mentorship, significant field presence, and the ability to work effectively with facility teams to implement evidence-based practices and drive measurable improvements in care.
Key Responsibilities

Clinical Mentorship & CQI Coaching: Deliver high-quality, hands-on clinical mentorship to healthcare providers (nurses, midwives) at facility level, with a strong focus on integrating Continuous Quality Improvement (CQI) methodologies into routine MNH practice (including CEmONC/BEmONC interventions).
Quality Improvement Facilitation: Lead and facilitate CQI initiatives at supported health facilities, guiding teams through identifying gaps, testing changes, and monitoring improvements in MNCH services using established QI tools and approaches.
Implementation Collaboration: Work directly and collaboratively with Health Facility In-charges and staff, alongside Assistant District Health Officers (ADHOs - MCH), to support the implementation and adherence to standard Ministry of Health (MoH) evidence-based MNH interventions and quality standards.
Technical Support Supervision: Conduct regular supportive supervision visits to mentored health facilities, providing technical assistance, identifying challenges, and reinforcing best practices in MNH care and CQI processes.
Facility-Level Technical Guidance: Provide technical guidance on evidence-based maternal and newborn health interventions directly to facility staff and QI teams being mentored.
Stakeholder Engagement: Maintain positive working relationships with facility staff, QI teams, and relevant district-level stakeholders involved in MNH service delivery.
LMNS Support: Support the implementation of Local Maternal and Newborn Health System (LMNS) activities at the facility and community interface, as relevant to quality care.
Reporting and Documentation: Prepare and submit regular mentorship and CQI activity reports, document facility progress, and contribute to writing case studies or success stories related to quality improvement efforts.
Qualifications and Expertise
Minimum: Diploma in Nursing or Midwifery from a recognized institution.
Must be registered and hold a valid practicing license from the Uganda Nurses and Midwives Council.
A minimum of five (3) years of relevant clinical experience in maternal and newborn health within the Uganda health system (public or private).
Demonstrated strong clinical skills in midwifery and/or nursing practices related to MNH care.
Proven ability or aptitude for clinical training, coaching, and mentorship. Experience in quality improvement activities is desirable.
Good technical writing skills with the ability to produce clear reports and document activities.
Strong interpersonal, communication (written and verbal), high level of integrity, and relationship-building skills.
Ability to work effectively within facility teams and with diverse stakeholders.
Proficiency in basic computer applications (e.g., MS Word, Excel).
Willingness and ability to travel frequently to field sites (at least 60% of the time).
